§ 10-61. Use of cable system during an emergency.

  • Consistent with the requirements of the F.C.C.:

    (a)

    A licensee shall design and construct its cable system to provide for a restricted audio override of the audio portion of all channels during emergencies. Emergency or standby power sources shall be installed at the main electronic control center and appropriate locations so as to minimize loss of signal. Key cable routings shall also be equipped with a standby power source. In case of any declared emergency or disaster, a licensee shall, upon request of the mayor or city manager, make its facilities available immediately to the city for emergency use during the emergency or disaster period. A "declared emergency or disaster" means such event that has been proclaimed by the mayor, the governor or other competent authority.

    (b)

    If a licensee's cable system passes any emergency command centers of state and local government within the city, the licensee shall make the cable system available to such centers so that emergency audio and visual communications to the public are possible from those centers.

    (c)

    During declared emergencies or disasters, a licensee shall make its local origination and other necessary equipment, if any, available at the emergency command centers to facilitate television communications from those centers.
