§ 21-47. Registration with city tax and license division.

(a)

In addition to the privilege license required by Chapter 21.1, Article III of this Code, all private towing carriers who operate a vehicle storage lot or who tow any vehicle within the city limits must submit to the Tax and License Division, all storage lot locations. No person shall tow, transport or store a vehicle without the prior permission of the owner or operator of such vehicle for a charge or fee unless such person is a licensed and registered private towing carrier in accordance with this article.

(b)

All such private towing carrier licenses shall expire and must be renewed as specified in Section 21-23 of this Code.

(c)

A private towing carrier who operates within the city shall be presumed to have knowledge of Chapter 21, Article I (Special Regulatory Licenses) and Chapter 24, Article XVI (Towing Carriers and Towing and Storage Charges), and shall be subject to all the rules and regulations pertaining thereto.
