§ 21-170. Park-and-swap operations; police reports required.

  • (a)

    On each day a park-and-swap operation is open for business, the operator shall, on forms provided by the city, obtain the following information on each park-and-swap participant:

    (1)

    Name and address.

    (2)

    Date and time of entry.

    (3)

    Vehicle description and license plate number.

    (4)

    A general description of all property brought into the trading area. For any kind of property with an initial asking price of twenty-five dollars ($25.00) or more or which has or did have a serial number, a complete description shall be furnished including the name, make and any identifying number.

    (5)

    Signature of the participant.

    (6)

    Driver's license number and the state where issued, if any.

    (7)

    Social security number, if available.

    (8)

    Whether the participant has a valid city transaction privilege license, and if so, the number thereof.

    (9)

    Space or lot designation assigned to each participant.

    (b)

    Each park-and-swap participant shall submit daily to the operator a list giving the complete description of each item of property traded, bartered, bought or sold by such participant which had an initial asking price of at least twenty-five dollars ($25.00) or a sale price of at least twenty-five dollars ($25.00) or which had a serial number, and the name and address of the person receiving said property. The operator shall be responsible for forwarding these reports to the police chief on a weekly basis. Forms for such reports will be provided to the operator by the city. Such forms shall also be available for inspection upon request during normal business hours by any city official whose duties relate to the administration and enforcement of this article, at one specified location at the park-and-swap operation.
