§ 24-3. Specific definitions.

  • (a)

    Alley or alleyway. A street or highway intended to provide access to the rear or side of lots or buildings in urban districts and not intended for the purpose of through vehicular traffic.

    (b)

    Bicycle path. For the purposes of this chapter, a bicycle path shall be any portion of a public highway which has been designated by the city traffic engineer for the exclusive use of bicycles and has been identified by appropriate signs as a bicycle path.

    (c)

    City. All the area that is said to be part of the City of Glendale, Arizona, and is under the jurisdiction of this city.

    (d)

    Curb loading zone. A space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.

    (e)

    Commercial vehicle. Any vehicle that customarily is used to carry passengers or property in the furtherance of a commercial enterprise and meets one (1) or more of the following criteria:

    (1)

    Has three (3) or more axles;

    (2)

    Has a length in excess of twenty-two (22) feet, inclusive of the front and rear bumpers,

    (3)

    Has a declared gross vehicle weight (GVM) in excess of twenty-thousand (20,000) pounds.

    Vehicles operated by the federal, state, county or local governments, or by political subdivisions of the state, shall be excluded from this definition.

    (f)

    Council. The council of the City of Glendale.

    (g)

    Crosswalk:

    (1)

    That part of a roadway at an intersection included within the prolongations or connections of the lateral line of the sidewalks on opposite sides of the highway measured from the curbs, or, in absence of curbs, from the edges of the traversable roadway.

    (2)

    Any portion of a roadway at an intersection or elsewhere distinctly indicated for pedestrian crossing by lines or other markings on the surface.

    (h)

    Divisional island. A raised or painted island located in the roadway and separating opposing or conflicting streams of traffic.

    (i)

    Intersection. The area embraced within the prolongation or connection of the lateral curb lines, or if none, then the lateral boundary lines of the roadways of two (2) streets which join one another. Where a street includes two (2) roadways thirty (30) or more feet apart, then every crossing of each roadway of such divided street by an intersecting street shall be regarded as a separate intersection. In the event the intersecting street also includes two (2) roadways thirty (30) or more feet apart, then every crossing of two (2) roadways of the streets shall be regarded as a separate intersection. The junction of an alley with a street shall not constitute an intersection.

    (j)

    Motor vehicle. Any self-propelled vehicle except a motorized wheelchair or a motorized skateboard.

    (k)

    Motorized skateboard. A self-propelled device that has a motor, a deck on which a person may ride and at least two tandem wheels in contact with the ground.

    (l)

    Motorized wheelchair. A self-propelled vehicle that is designed for and used by a handicapped person.

    (m)

    Parking. That portion of a street other than a roadway or a sidewalk.

    (n)

    Passenger loading zone. The space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers.

    (o)

    Residential street. For the purposes of this chapter, any street other than a freeway, major arterial, or arterial street is considered to be a residential street.

    (p)

    Section street. A street which is located upon a section line within the city.

    (q)

    Mid-section street. A street which is located upon a mid-section line within the city.

    (r)

    Stand or standing. The halting of a vehicle whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in receiving or discharging passengers.

    (s)

    Traffic engineering department. The department of the public works group/traffic engineering department, which duties are to engineer, install and maintain all signals, signs and markings in the jurisdiction of the City of Glendale.

    (t)

    Vehicle. A device in, upon or by which any person or property is or may be transported or drawn upon a public roadway, excepting devices moved by human power or used exclusively upon stationary rails or tracks.
