§ 25-41. Right of owner of record to appeal.

The owner of record of such building or property shall have the right to appeal to the city council on the notice within thirty (30) days of the receipt thereof and the assessment within thirty (30) days of receipt of notice thereof. The decision of the city council on such appeal shall be final.
