§ 18.5-2. Purpose and intent.

  • (a)

    The purpose of this chapter is to safeguard life, limb, property, and the general public welfare by establishing minimum requirements for regulating grading and drainage and establishing procedures by which requirements may be enforced by the city. No provisions of this Chapter are intended to govern, amend or affect civil liability except those civil enforcement actions authorized herein.

    (b)

    This chapter sets forth rules and regulations to control earthwork construction, including excavation, embankments, and drainage on properties; establishes the administrative procedures for issuance of permits; and provides for approval of plans and specifications, and inspection of such construction.
