§ 18.5-3. Rules of construction.

For the purposes of carrying out the intent of this chapter, certain terms or words used herein shall be interpreted or defined as follows:
(1)

All words used in the present tense shall include the future tense; all words used in the singular shall include the plural; and all words used in the plural shall include the singular, unless the context clearly indicates the contrary.

(2)

The word "shall" is mandatory; and the word "may" is permissive.

(3)

The word "person" shall include an individual, firm, co-partnership, joint venture, association, social club, fraternal organization, corporation, estate, trust, receiver, syndicate, the federal and state government, county, district, or any other group or combination acting as an entity.
