All enclosures used to house bins for the collection of the refuse of a business establishment
shall conform to City specifications and shall be subject to approval by the Administrator.
Enclosures shall not be constructed, stationed or maintained upon any public right-of-way.
If the enclosure area is not maintained in such a manner as to prevent the uncontained
accumulation of refuse, the owner, operator or occupant of the business establishment
may be subject to the enforcement of the provisions of this chapter, including, but
not limited to, section 18-9(c). Bins shall be placed and maintained within the enclosure.
