No person, other than the owner, operator or other authorized representative thereof,
or an employee or authorized representative of the City, shall tamper with any refuse,
trash or recycling container or bin, or the contents thereof, or remove the contents
of any refuse, trash or recycling container or bin, or remove any such refuse, trash
or recycling container or bin from the location where same has been placed.
