§ 30-38. Persons eligible.

Applicants for permits required by the provisions of this division shall be either an owner or a contractor. However, the work may be performed only by a properly licensed state contractor, a utility company, a governmental agency or the owner of residential property where the property owner proposes to do such work between his property line and the back curb line.
