The provisions of this Article are made for the benefit of the users of the City sewage
works, for the protection of the sewage works, and to protect the quality of the effluent
of the sewage treatment plants. Enforcement shall in no case be willfully ignored
by any City official or employee, with the exception of applicable state and federal
requirements, such as the pretreatment regulations which, the City may, suspend if
compliance with such regulations will cause an interference or upset to the POTW.
