§ 33-176. Proportionate distribution.

The City Council shall review, not less often than every two (2) years, the contribution, operation and maintenance costs and other charges assessed to users of the City's sewer system. Such fees and changes shall be assessed and collected to:

(1)

Maintain the proportionate distribution of operation and maintenance costs among users and user classes as required herein;

(2)

Generate sufficient revenues to pay the total operation and maintenance costs necessary to the proper operation and maintenance (including replacement) of the sewerage system; and

(3)

Apply excess revenues collected from a class of users to the costs of operation and maintenance attributable to that class for the next year and adjust the rate accordingly.
